Which one gets closer to the falls?
Neither, and the pages that pick a winner here are guessing. Both boats enter the same basin at the foot of Horseshoe Falls and both are held off by the same thing: the water itself. What changes is the approach. The Canadian landing sits nearer the crestline, so the run-in feels shorter and the falls loom the whole way. From New York you get a longer transit up the gorge, which means a better broadside pass of the American Falls and more time watching the Horseshoe grow.
If you want the single best photograph of the falls, take it from dry land on the Canadian side, then ride whichever boat is convenient. That is a genuinely uncontroversial piece of advice and it is the one people arrive too late to use.
Cost, once you count everything
Two adults on the American boat pay US$60.50. Two adults on the Canadian boat pay CA$95.90. On the face of it the American side wins by a wide margin, and at current exchange rates it still does, though by less than the raw numbers imply.
Then the extras arrive. On the New York side the State Park charges for parking and Cave of the Winds is a separate ticket. On the Ontario side Niagara Parks charges for parking and Journey Behind the Falls is a separate ticket. Doing both sides adds a pedestrian toll on the Rainbow Bridge in each direction. None of that is hidden, but almost nobody adds it up in advance, which is why a bundled tour with admissions and transfers folded in often lands closer to the à la carte total than people expect. The queue is the real difference
Ask people what they would change about their Niagara day and almost nobody says the boat. They say the wait. Reports of an hour or more at midday in June, July and August are routine on both sides, spread across three separate lines: tickets, the elevator, then boarding.
Two things reliably fix it. Ride the first sailings, around 8:45 to 9am, or ride late in the afternoon once the coach groups have moved on. A timed-entry booking helps on the Canadian side, where Niagara City Cruises sails roughly every fifteen minutes inside your slot. A guided tour helps on either side, because the ticketing step is already done when you arrive.
